Is it true that people sometimes become addicted to Nyquil?

Yes, it is true and I knew someone personally who was addicted to it. Its really the alcohol, mostly, that he was addicted to. He drank a half bottle a night to sleep. If he didn't have any, he couldn't sleep, so that qualifies as an addiction, though not in the traditional sense. If he stopped, he wouldn't have withdrawal, he would simply not sleep until his body got used to not having it in his system.
