God loves all of his children unconditionally.
But even God cannot have a relationship with us if we do not want to. That part is conditional upon our desire to return to Him.
God cannot save us in our sins, no matter how much He loves us.
I think the person who wrote that article was trying to say that for you to know that God loves you it is conditional because you have to make it to the celestial kingdom to be with God. He loves you unconditionally, but you can't know it for sure until you meet his conditions to be with him to see. Does that make since to anyone? I know what I'm talking about, but I'm not always good enough with words to explain things....

2 Nephi 28:7-8
"Yea, and there shall be many which shall say: Eat, drink, and be merry, for tomorrow we die; and it shall be well with us.
And there shall also be many which shall say: Eat, drink, and be merry; nevertheless, fear God - he will justify in committing a little sin; yea, lie a little, take advantage of one because of his words, dig a pit for thy neighbor; there is no harm in this; and do all these things, for tomorrow we die; and if it so be that we are guilty, God will beat us with a few stripes, and at last we shall be saved in the kingdom of God. "

Maybe I am seeing this a little different as to this scripture. I think this scripture is saying that the idea that God will punish us for our sins, and then we will be saved is what Nephi is warning us about. I think what Nephi is saying is warning us about is the idea that we can atone for our own sins. "God will beat us with a few stripes, and at last we shall be saved in the kingdom of God. " In other words we can pay for our own sins thus redeem ourselves. So do what you want to do, because god will allow you to pay it off yourself. I do not see anything about God's unconditional love, but a false idea that eliminated the atonement from our lives.
I believe God's love is unconitional, John says he is love. I think we often try to describe God's love from our human experiences and understanding. We can be in love, have love, we can also lose love, love is something we possess, for God john says love is what he is. God is love. He does not possess it, He is love. I think that this is something may we have not experienced yet. For God not to love is to not be God john says. Perhaps it's not God's love that is conditional but our acceptance of it is what is conditional. Does God love the sinner? Yes no doubt. If Jesus is like God, and God's love was conditional then we would see Jesus' love being conditional to the people he encounters in the gospels. We just do not see that. Even on the cross he shows love to those who kill him- "father forgive them for they know not what they do."
