Yes, the Senate has tied President Trump's hands on this issue with that large of a vote. That said, I think it's the right thing to do. Russia is no friend. Germany will have to do what they feel us right for Germany while we do what's right for the US.
My guess is Russia's neighbors that rely on us for protection, Poland and the Baltic countries for sure, don't agree with Germany on this but with us. Russia has become very aggressive, which is a destabilizing influence on the world scene.
