What a horrible thing, to abuse these kids in such a manner. It makes me sick. The article states:

They spend their days cleaning out empty train cars at Kolkata's main railway station, on the constant lookout for food left by passengers. And almost every day they have run-ins with the police. "The cops don't care who you are," Shanoat told CBC's Michael McAuliffe. "If they don't like something they'll hit you. In the last year, I've been hit by the police maybe a thousand times." |

Later this year, India's parliament is likely to consider a new child protection bill that would for the first time ever compel parents, doctors, teachers and the police to report instances of child abuse to the authorities. |
The article also states that one in four children report being sexually abused. That's a horrible thing! It also states that more than 40 percent of their one billion population are children under 18. To have a quarter of them sexually abused means a huge portion of their population may have some potentially serious problems later in life. What a sad situation all around.
It is terribly sad that this is happening in India, but it is part of their culture, and as this type of abuse is carried down through the generations it tends to become 'the norm', and nobody does anything about it as nobody thinks that what they are doing is wrong!
What it really needs is educating the nation on what is acceptable and what is not, and it looks like new steps are being taken to achieve this.
Once the cycle has been broken, and people are aware that it shouldn't be happening then hopefully a new change will come about.
I think that it will take a couple of decades to do this as sadly the amount of abuse that's going on is phenomenal.
