So, I've been to Djibouti. There is actually a fairly robust US military presence there. The electricity there is much like the rest of Africa, it works most of the time. But there are times it simply goes out for no apparent reason. That said, it is usually pretty stable. The power here is 220, and if going there from the US you need to bring an adapter.
