I've been to Korea. It was just one time to train with their SF. Their SF are pretty darn good. Their driving is pretty darn bad. When I was there red lights were merely a suggestion and mass makes right. By that I mean if you are in the bigger vehicle you get to go through the red light and the smaller vehicle had better stop. Or, you had better get out of the lane the bigger vehicle is moving in or it'll push you out. As far as the speed limit goes, it's as fast as you can go without killing yourself… not someone else, yourself. I didn't see one ticket handed out while I was there and I'm not sure anyone followed any laws except the law of the jungle.
They do have a posted speed limit most of the cities I was in was 50 KPH while out on the main routes it was 100 KPH. This was back in the early 80s from 82-85 and then again in 88 it may have changed from then. The smaller villages and back roads in the cities I saw 30 - 40 KPH.
