I don't get it, if he had problems of the kind mentioned in the article how come he was allowed to be around a 4 year old? It is insane! It seems like he is a victim himself of abuse and a serious approach to his mental health care is needed. What he is is just horrible but he was obviously showing signs that shouldn't have been ignored!

The past problems were detailed in an arrest report for the older child. It was obtained by The Associated Press on Wednesday.
Authorities say the two boys lived together with their mothers, who are a couple, in a mobile home in north Florida. Around 4 a.m. Monday, a male friend staying at the home was awakened by the older boy and found the 4-year-old slumped over, unresponsive with blood coming out of his mouth, the arrest report said. The sad cycle of abuse. The child had enough and wanted it to stop. He just did what he was taught because he was defending himself. Now he has to be locked up for it. How can anyone be happy when they are treated by everyone this way?
