Civil Law Enforcement

To what degree do you think a citizen should have to make an arrest or hold another citizen who has committed a crime? How far should it extend and for what kinds of crime? Can the arrest be made with force?

I will not answer this but by saying that a constable receives his just powers from the individual citizen in the first place, that it is a delegation of, not a transference of powers wink.gif
