I think it's questionable, at best. Even if there was a "device" under his jacket, what was it's purpose? There is nothing protruding above the collar, no ear-piece, no wire leading *anywhere.* And if there were some type of speaker aimed at his ear from the end of a wire on his shoulder, his own microphone would have picked up any noise from that.
So what did he cheat, exactly?
