Politics - One View or One Vote?

Here is the question:

Do decisions made by world leaders really reflect the people whom they lead?

Here is an example... look at France. Does its President really reflect the view of all of France or just his political party? Already the US says, France forgot what they did for them in WW II, but why should they say that? I am sure many of the common folk in France have not forgotten, many are grateful, maybe it is just a few who speak for all that is ungrateful? Here is another example... was Hitler a rep of all of Germany? i think not, many did not even know the full extent of what he was doing.

Now let me say this!
This thread is not about one particular country or issue, so don't go off on Iraq or Bin Laden or whatever, we have other threads for that. This thread is for issues regarding the above question in general.

You always ask such unanswerable questions!!!
The answer would have to be- sometimes, maybe, seldom, it depends.

For one thing it depends on the type of government. Is it a monarchy, or dictatorship or multi-party system?

For another, it depends on the issue at hand. A leader could have wide suport on one issue and very little support on another.

It is probably safe to say that no leader's views will ever be reflective of all the people he speaks for.
