Start With 1st Level Or High Level RPG Character - Page 2

I like starting with a 1st level character and working my way up to the higher levels so there is real history instead of made up character background history.

I agree with daishain, for me it really depends on the tone of the game. But usually, for a first time playing a game, I like to go with level 1, since it gives me a chance to explore the game's mechanics little by little.
