I read where they don't think this was related to terrorism but rather a robbery. The carnage was planned to give the thief time to escape.

Philippines Terrorism History & Civil Business Politics

Recently, the terrorist group Abu Sayyaf has been rather quiet with their activities, most likely in light of the current world wide pandemic that we are experiencing. Another group, however, remains to be a threat albeit the chaos, namely the Communist Party of the Philippines- New People's Army (CPP-NPA) led by its founder, Joma Sison. With President Rodrigo Duterte's rather aggressive methods in dealing with them, the country has somehow enjoyed peace from rebel groups.
