Honestly, I'm in agreement with most who have commented in this thread, with some great quotes and examples. Especially when requested by the owner, though even in general if one feels it may be helpful or am prompted by the Spirit, there shouldn't be any reason why a Priesthood holder couldn't given animals a blessing I feel.

Whether farm animals or pets, we as humans have often shown great attachment and care for the animals under our care. So even if the animals cannot have faith for themselves, we can still have faith enough to have such blessings performed.

I don't see the purpose of this unless it is specifically to heal the animal but healing, when divine, should be instant.

Mormons don't have an 'instant' healing. They will give you a blessing and still expect you to take meds and see the doctor. Doing this for animals is more of a reassurance for the person wanting the blessing for their animal than the animal being miraculously healed.

Comments: This is a little bit off but in the same vein. My Mom told me of a gentleman in the ward where she grew up. He routinely gave blessings to the animals on his farm. Mom said Grandpa went to visit this man and was with him as the guy anointed his car and blessed it. He felt the car was ailing, he needed it for his family, livelihood, and farm, and saw no good reason not to use his faith and the priesthood to aid it. That didn't become a standard practice in the ward although apparently the car was repaired and worked for a good while afterward. Mom had quite a few stories about this gentleman's eccentricities.
