Trinidad Shows Mother Beating Boy With Metal Loops Belt

TV6 highlighted a case where where a mother was scolding a child for staying away from home too long. She picked up a belt to beat the boy. The belt had metal loops on it. The boy held the belt to stop her from beating him. She then took it away from him and proceeded to beat him about the body including on the parts of his body not covered by clothes. What are your thoughts about this on two levels:

1. Showing on TV.
2. Beating children with items that can cause life time marks.

Unfortunately a case like this is very common in Trinidad and no one cares about it either. They see as "Discipline" and shrug it off like it never even happened, then they wonder why there are so many juvenile delinquents engaging in so much crime.
