The residents and protesters won a stay from a judge today. They see it as a victory as the judge proclaimed that the plans to set up the Smelter did not take into considerations the residents in the area. Lawrence Maharaj claimed that he is certain that no Smelter will ever be setup in Trinidad & Tobago (TV6).
I'm happy for this. This place is too small to have big business coming in here and disrupting people's lives and health. Go away smelter go away.

Residents: Work goes on at smelter site
There continue to be rumblings at La Brea-not from protesters but from heavy machinery residents claim is evidence that work continues on the Alutrint smelter plant stopped by a High Court order temporarily preventing its construction. Ref. Source 9
If it were locals trying to do that against the government's order there would be polie and army out there but because its Manning they move forward court order or not.
