My Mother's Cellphone Was Stolen

Message: Goodnight my mothers cellphone was stolen 2 weeks ago in Trinidad, Port of Spain section and I will like to file a police report. How is this possible if my mother is back from her trip and she lives in New York?
The Trinidad website is outdated can't cant even contact the Embassy of Trinidad and Tobago I've been trying to contact them for sometime but every time I email them it doesn't work please help.
