Excellent question. But the train station is more like a holding place. Its a wait station type, or staging area, to which you can go to get from one place to another. It was the place that you could go to get from the machine world to the matrix, but it was underground, secret, and wholly working for and with the black market of the machine world. That being the case, it was governed by the rogue type programs of the underground rather than the architect.
