Shooting an arrow would be considered an attack not a skill check. Swinging and throwing the rope would of been a skill check. So as long as you take a skill move with in the 60 secants time that the spell lasts the +1 to it should still apply but that is up to the dungeon master to make the finally call on. Really I'm just speculating from a strictly classifications and rules point of vie.
Tomas replies to Carnosus "You've just got to bear it for the next few moments, I'll be right beside you."
Replying to the man, he says, "Indeed, this blasted weather is making travel difficult. Good to see you can keep warm. Say, what is this small bridge for exactly?"
"Wh-what? That's the bridge you guys made to cross the ditch..", the man starts to reply, then noticing the expression of his companions he asks: "Who are you?".
The arrow shot by Jeaal gets lost in the woods, bringing rope and bedroll along with it. You wonder if you will be able to ever recover at least your friend's possessions.
Out of Character: Shooting an arrow is not a skill use, it counts like a combat action. I agree with KittenPunk on this, so you can still benefit from that +1 on the next roll. Within 60 seconds, of course.

Watching the arrow and rope and bedroll fly n to the distance, Anntreen presses her palmed hand over her face shaking here head mildly and giving a light heated Giggle.
"GAH!" Jeaal shouts as the arrow and rope disappear into the trees. He grins apologetically, then takes a running start and leaps across the gap.

Anntreen peeks threw her hand, spreading her fingers and watching hoping he makes it, hand still pressed to her face and breath held to see if he lands.
Jeaal takes a good run up and heads towards the ditch at high speed. As he reaches the edge, he projects himself into the air trying to leap over the gap. His timing is good and so is his jump: the elf lands safely on the other side of the deep hole. He looks around, searching for the rope and bedroll but he can't see neither of them nearby.
