Yes, although there are few such degrees and certificates still available. Episode 72 of the Astrology Podcast goes into detail about all of the options.
Kepler College, out of Seattle in the U.S., used to be an accredited Bachelor's and Master's degree-granting institution, and a lucky few were able to graduate from there. I'm not certain exactly the story, but unfortunately, that didn't last long--maybe 5-10 years?
In the U.K., the University of Wales-St. David claims that its MA in Cultural Astronomy and Astrology is currently the only academic degree in astrology in the world. I assume they mean the only degree in tropical Western astrology, as there may very well be degrees available in India. (I'm not certain.)
The other option is to become certified by one or more of the professional organizations; for example, ISAR, NCGR, AFA, or OPA. These are (In order) the International Society for Astrological Research, the National Council for Geocosmic Research, the American Federation of Astrologers, and the Organization for Professional Astrology.
