Revision # 1 no character has be aloud to start with a stat over 17.

So your dexterity will have to be a 17, and same for your Charisma. However you can move the 3 points to any other state so long as it is not over 17. I suggest you up your strength or int.

Most of the rest sounds right. You will need to change your ability modifiers and math on your skills because of the changes you will make to your stats.
Also Perform is limited buy what type of performance it is. Sing vs Wind instrument, vs Sting, Dance they all have separate Perform ranks. So pick your specialty, you can still make a Perform check for another specially just the ranks don't count but the modifier dose.
It is not a one state covers all skill.

Also I will need the following information:

What is your favored weapon?
Do you have any hidden items on you? If so where and how well hidden?
When you where a kid what monster haunted your nightmares?
If you where going to pick 3 magic items to make up a wish list of things you would love to see come in to game what would they be?
Why do you follow the god you picked?

I will need to know why you warship a god that is mainly worshiped by barbarian cannibals, and nomads. It is rare to find a follower of Rox that is a normal well bread man. So I just want to know why you picked his path? Some Sea men do follow him because he is the god of the sea. And, some fighters follow him because he is a god of strength and rage.

Okay, all that sounds fair. I'll edit my post later today. Vigo worships Rox because he grew up around the sea as a boy (being on an island and all.) and, as Vigo wanders around constantly, appreciates the wandering aspect of Rox, as well as his Chaotic Neutral stance.

His grin is crooked but contagious and it seems that Zar is always about to burst into laughter.

Backstory: A Tallfellow halfling, Vigo Zar grew up in the Evangrow Islands to fairly wealthy. Having a passion for music, the fine arts, and adventure, Zar left the islands and became a bard; wandering the world and singing for his supper. Eventually, he made his way to Florana, where he hopes to stay to see the sights and have an adventure.

Magic Items I'd like to see? Probably a Harp of Charming, the Elixir of Truth, and an Instant Fortress.

Favored weapon? Vigo prefers his highly polished shortsword that is just the size for a halfling.

Hidden items/weapons? Of course! He does carry a concealed dagger on the inside of his vest. He does this so he can walk the streets of cities safely without having to worry about getting mugged.

Creature Vigo fears the most? A dire rat. As a halfling, Vigo always hated rats. After all, a good sized rat is like a small dog to most halflings. Thus dire rats are even worse for Vigo.
