Problems like this one can only be tackled by a massive reaction from the population. Modern democracies transformed politics in a sort of business. The issues that are addressed by western governments are only those that endanger the group that currently holds the power or those that are strongly perceived by the majority of the inhabitants (millions of potential votes).
Until American people will not protest bitterly against this kind of situation I doubt that anybody up there will want to get himself powerful enemies by mixing his hands in how law enforcement is managed. The minority (racial or religious) will never be able to achieve something substantial. The "Wasp" majority is the only having a strong enough voice in the US to create a campaign that could involve the Media and leave your Government with no other choice but doing something.

Authorities are offering a $1 million reward for information leading to the arrest of Christopher Dorner, the former Los Angeles police officer suspected in three killings who is the subject of a manhunt in Southern California. Ref. USAToday
Wouldn't he have made a better point by turning all the info into the media and then let them run with it? Assassinating the family of the people you're like at odds with isn't going to make you look good or give your story any believers because everyone will just think you're totally out of your mind!

A fugitive ex-Los Angeles police officer has been charged with murdering a Riverside police officer and special circumstances that could bring the death penalty. Christopher Dorner is also charged with the attempted murder of another Riverside officer and two LAPD officers. Two sheriff's deputies have been wounded in a shootout with a suspect believed to be renegade ex-Los Angeles police officer Christopher Jordan Dorner, a high ranking law official with knowledge of the investigation said Tuesday.|
Dorner may have been involved in a home invasion and carjacking in the Big Bear area of southern California, the law enforcement source said.
Dorner - who indicated he was on a campaign of vigilante justice for what he has called his unfair termination from the LAPD in 2008 - has been the subject of a seven-day manhunt as a suspect in three killings.
Dorner is accused of killing one police officer and wounding two others, as well as killing the daughter of his police union representative and her fiance. Ref. CNN
The cabin where accused renegade ex-cop Christopher Dorner was believed to be holed up is burning and the fate of the suspect remains unclear, authorities said.
Firefighters will be brought in to extinguish the blaze, according to authorities familiar with the operation. A San Bernardino County sheriff's spokeswoman said authorities are not aware of any hostages involved.
One of the two sheriff's deputies wounded earlier in a shootout with the suspect has died, Sheriff John McMahon said. The other deputy underwent surgery "But he should be fine," McMahon said. Ref. CNN
Looks like this story is coming to its end and probably will lead to the death of Jordan Dorner since I don't believe he will peacefully surrender to his pursuers. I only hope the whole story behind this episode will not be also covered by silence after its epilogue.
