Should countries monitor other countries' weapons development or is it something sovereign that has nothing to do with the world as a whole?

How so? Since the time the US created and deployed nuclear weapons, warfare on the scale of WWI and WWII has not reoccurred. Nukes have kept the larger countries from going to war with one another. The downside, small regional conflicts urged on by a larger power are used as pressure release valves for the larger countries. This has been to the detriment of smaller countries, but kept the overall body count relatively low.

"The I can have it but you can't" mentality comes from the fear that countries that have historically been known to act aggressively may obtain and then quickly use nukes.
