2013 explosion at fertilizer plant in Texas was criminal act, ATF says

The agency issued a final ruling Wednesday saying the fire was arson. ATF offered a $50,000 reward in the case that killed 15 people and injured 160. ATF Houston says it conducted more than 400 interviews and spent $2 million to investigate the intentionally set blaze. Ref. USAToday.
