Arrested after killing neighbor's dog with broomstick

I don't get it. She already has a warrant for her arrest for child abuse so how come her bond is only US$5,000? It makes no sense whatsoever! This woman shouldn't have a bond period!

The woman was identified by police as Lynda Bernhisel, 21, of Pennsylvania. Police said that Bernhisel had an argument with her neighbor and insulted the neighbor's father-in-law, who is very sick and dying of cancer. The neighbor, Dana Cassidy, told police that Bernhisel would often antagonize her, so when Bernhisel continued the harassment she decided to stand firm and defend herself.
Bernhisel became angry and grabbed a wooden broomstick and hit the dog. When Cassidy tried to intervene and help her defenseless dog, Bernhisel allegedly hit her with the handle and continued to beat the dog in the head. Officers said that Bernhisel hit the dog several times until its skull was crushed. When police arrived at the scene, the dog was dead from the injuries, and Cassidy had large lacerations to her arm and leg. Source 7
