
I was actually a bit surprised that Goss stepped down, because he had been brought into the administration in 2004 to attempt to clean up the mess that George Tenet before him had created. I believe the recent McCarthy firing had a lot to do with the loss of faith in Goss, and there were rumors that he was not the right fit for the current set of CIA personnel. I don't know if this can fall into the category of White House shakeup; it is more of a White House cleansing. Goss' short tenure however is not a good reflection on Bush's appointment of him in the first place.
