From what I've heard the most irritating thing about Bush is when he repeats himself during public appearances, it is as if he is lost for words.
President Bush has some sort of problem that makes it difficult for him to get his words right. Some people use this as an example of the idea that he is "stupid" or "slow". However, he has a lot of credentials, in his education and in his business life, to show that he is neither stupid nor slow.
It is this difficulty that causes him to repeat his words or mix them up.

Here is a "what if" that's going around in some circles:
Now that the Dems have taken a majority in Congress, one of the first things that happened was that Donald Rumsfeld "stepped down."
What's the next move? How about losing Dick Cheney, as well? Rumor has it that Mr. Cheney will develop "health problems" some time in the next few months, and have to "step down" also.
If this should happen (and, granted, it's a big IF), then who would replace him? Think about which Republican in the current limelight might enjoy a boost from becoming VP before the run-up to the 2008 elections (not to mention the use of presidential aircraft, etc.):
