A federal court in Washington, D.C., on Tuesday will rehear an appeal to force former White House Counsel Donald McGahn to testify before Congress about potential obstruction of justice by President Donald Trump during special counsel Robert Mueller’s investigation of Russian interference in the 2016 election.
