Cages double as home for Hong Kong's poor
For many of the richest people in Hong Kong, one of Asia's wealthiest cities, home is a mansion with an expansive view from the heights of Victoria Peak. For some of the poorest, like Leung Cho-yin, home is a metal cage. Ref. Source 7
This unbalanced kind of society is what generates crime. If the wealthy will at least help give employment to those in need so they can get basic needs like housing and food then they will not drain the city.
