Does a person with a gun have a right to ride a bus if others are nervous?

Does a person carrying a gun have a right to get on a crowded bus, or a train, even if other passengers are nervous? Ref. Source 7

I wouldn't feel comfortable unless the person was part of the protective services but then again why would they be using public transportation, they have their own vehicles.
