This is not the same as the discussion on bullet time. I want to discuss if time is the same as it is for the person plugged-in as it is for the person in real time. By this I mean... if you had to do something in 5 minutes in the Matrix, would that be the same 5 minutes in real time?
All indications from the movies is that everything is happening in real time, and that you cannot advance time in the Matrix. Therefore I would have to say that if you spent an hour in the Matrix, then you spent an hour being plugged in. Even when Neo is flying, yes, he is speeding through the sky but that is just a manipulation of what he can do in the Matrix and not the fact that he is accelerating time in the Matrix.
I agree to the statement that Neo is not accelerating time in the Matrix, simply manipulating his environment. I think time would have to be the same. Remember that the Matrix is a computer simulation based on rules built into it. Since computers and machines where originally created by humans, they would have only known time as humans interpret it. In fact, the time in the Matrix would be precise since it is a computer program.
