I don't want to sound moralist or old fashioned, but shouldn't students wear proper and sober clothes when going to high-school? How could possibly this man shoot up-skirt videos unless the victims were wearing clothes that would be more appropriated for a night out at the club?
I'm not trying to defend or justify the teacher in any way: what he did is unacceptable, specially if coming from somebody meant to take care of the education of young minds. But also, being shown the underwear while teaching, because of short skirts or whatever, is not something that can be ignored. An ethical person would have issued a warning and maybe complained with the parents of those responsible. Somebody more wicked, took it as a chance of shooting some hot videos...

Seeing what kids wear to school nowadays I can understand why something like this has happened. We do not need these type of sexual predators in the educational system. We need to protect out children from people like this. We also need to send a message to all out there that we are not going to accept people like this in society.
