On this Topic I would say China should not be declaring any sort of commands to the world, in that most of the world does not approve of the policies of their government.
Yes population needs to be controlled. The question is who do we allow to determine who is to breed and who isn't to breed and how much.

This is absolutely DISTURBING! They found the bodies of 21 babies dump in a river in China, fetuses and infants that were several months old (mostly females). It is believed hospitals in China are responsible for this HORRIBLE act.
China Will Not Stop One-Child, Forced Abortion Policy After 30th Anniversary
Beijing, China (LifeNews.com) -- The head of the Chinese agency responsible for the family planning policy that bans couples from having more than one child -- enforced by local officials with forced abortions and human rights abuses -- says the nation will keep the policy for decades to come.
The announcement comes on the heels of the thirtieth anniversary of the policy, which has been soundly condemned by pr-life advocates but virtually ignored by abortion supporters and President Barack Obama.
"I, on behalf of the National Population and Family Planning Commission, extend profound gratitude to all, the people in particular, for their support of the national course," said Li Bin, who leads the commission, according to a CNN report.
"So we will stick to the family-planning policy in the coming decades," she said, CNN reported, quoting the government-run China Daily publication.
The comment also came under criticism from Human Life International's Director of International Coordination, Joseph Meaney.
"The Chinese government is stubbornly persisting in leading their country into a demographic disaster with their population control policy," said Meaney. Ref. Source 2

Ex-Planned Parenthood Director Praises China's One-Child Policy
The Planned Parenthood abortion business has never been out front with criticism of the one-child, forced abortion policy in China and new comments from a former director of one of its California affiliates may explain why.
Planned Parenthood has repeatedly been challenged by pro-life advocates to speak up against the Chinese policy, that limits couples to having just one child and has been responsible for forcing women to have abortions against their will, forced sterilizations, sex-selection abortions, and massive human rights abuses. Now, the former director of Planned Parenthood World Population in Los Angeles is praising the policy.
In a new letter to the editor to the Napa Valley Register newspaper, Norman Fleishman, praises the policy as he offers his support for the Obama administration's recent decision forcing insurance companies to cover birth control and drugs that can cause abortion.
"The Obama administration's mandate that all health plans must provide to women, with no charge, all government-approved contraceptives, has already reignited debate on the federal role in health care," Fleishman writes. "Ah, how I remember "Every child a wanted child," our motto at Planned Parenthood. And I do welcome this legislation.
Fleishman goes on to condemn the world's population growth and says the Obama mandate and the one-child policy is needed to stem that.
"Unless we act (this legislation, along with China's "one child" policy, is a start), the world is doomed to strangle among coils of pitiless exponential growth," he concludes. Ref. Source 7
