You've got to ask what the heck were the parents doing whilst their child is out dangerously riding up the freeway? Night times are dangerous for kids as it is, without the added factor of having the hazard of vehicles trying to avoid him! Totally irresponsible on the parents behalf for not keeping an eye on their boy.
