The CIA is conducting a secretive war game, dubbed "Silent Horizon," This week to practice defending against an electronic assault on the same scale as the September 11 terrorism attacks. Ref. Source
How on earth could you scale an internet attack on the same scale as the september 11th attacks? I commend the mock attack so that they can know where their weak points are at and brainstorm on how to plug them up. But three thousand lives where lost in the world trade building, how can that be replicated on the web? How can they possibly think that an amount of life to that extent can be lost because of a web attack?
FBI hit by virus
Law enforcement computers have been struck by a mystery computer virus, forcing the FBI and the US Marshals to shut down part of their networks as a precaution. Ref. Source 8

Well, it appears that the administration has a plan to deal with a cybersecurity threat. Obama will have the power to turn off any parts of the internet that he wants.
