Do a general cleaning of hull, deck and topsides using a mild detergent
Make sure drains and scuppers are clear
Put on a good coat of wax
Clean and polish metal with a good metal polish
Clean teak and oil
Clean windows and hatches
Clean canvas, bimini and dodger
Clean interior including bilges
Check spare parts and tools and replace as necessary
Make sure registration is current and onboard
Check and replace wiper blades if necessary

That seems to be for routine cleaning, but I know that some boats require scrapping and they (boat owner) hire people to do this on a per hour basis which can get quite expensive especially if you have a large vessel. Most boat owners are usually upper class though so it is not difficult if you do not have the time / energy to do it yourself.
The scrapping you refer to is that for barnacle and such or for prepping for painting?
I scrape my hull but that is for zebra mussels so I do not transfer then from lake to lake.
