Actually, I rather doubt that laws will help in more than a minuscule way. The people worst about privacy violations tend to be those the law will have extreme difficulty actually touching.
I think it would take a change in the way modern browsers and websites handle the exchange of certain kinds of information. Such a change wouldn't prevent someone from giving their data away, but it could give careful individuals a chance.
