Baltimore Orioles first baseman Rafael Palmeiro, who testified before Congress on March 17 that he'd never used steroids, was suspended by Commissioner Bud Selig on Monday for 10 games for violating baseball's drug policy.

It sure seems like he lied! I was watching ESPN SportsCenter last night and they played his statement to Congress in March and his statement after having testing positive for steroids. The only difference in the two statements was the word 'intentional'. Before Congress, he said he NEVER took steroids. Yesterday, he says he NEVER INTENTIONALLY took steroids.
I honestly believe that Palmeiro should tell the public what happened to cause the positive test. He claims that the steroid use was unintentional and that he hopes younger players and athletes learn from his mistakes. However, there are no details as to what the mistake was, so how can others learn from it? I think baseball took a major hit in the chest yesterday with one of the more revered players in the league testing positive AFTER he testified that he never used steroids.

I often wonder why they need to take steroids just to hit a ball though, it seems that technique is more of a key here rather than muscle, but I may be wrong. Pressure to be the best is also a factor, but to lie in front of congress like that is a very heavy blow on your career.

You are right, JB. Taking steroids does not help one's ability in hitting a ball. It is this very argument that will be used to say that Palmeiro should still be allowed in the Hall of Fame. However, steroids does increase ones power, and that is where home runs come into play. Palmeiro is 9th on the HR list with 569. Prior to his run-in with Jose Canseco in Texas, he was never considered a home-run hitter, and his highes HR total was in the low 20's for one season. After he met Canseco, and according to Canseco got 'juiced', he averaged close to 40 home runs a season. Due to the fact that Palmeiro is only 1 of 4 players who has 3000 hits and 500 HR's, he was a prime candidate for the Hall of Fame. Now his 569 HR's are in question. But his 3000 hits is still a major accomplishments; one that steroids should not have diminished or aided.

I believe you can hit the ball each time, but not hard enough to make a home run and so I understand the power part since the further you can hit the ball away from the catchers the better, so disciplinary action is definitely justified, especially the fact that he lied. Unless you drink a magic potion or tablet I cannot understand how you can mistake an injection

The sad part is that the current policy only enforces a 10-day suspension for the first offense. For a pitcher, like the one who got suspended today, that may mean only 2 starts, or games. That, in my opinion, is not enough. The commissioner of baseball has already proposed a 50-100-lifetime suspension program, and it is currently being reviewed by the players union. This would mean:
1st offense - 50 games (not days)
2nd offense - 100 games
3rd offense - banned from baseball for life
This in my opinion would hit home harder than the current policy.

I was not aware that the disciplinary action was so lenient, no wonder they (the druggies) are so willing to take steroids. That new tentaive program will of course do wonders, but they should also add to it, '...and your name taken off the Hall of Fame if it is there'.

Legal troubles for Palmeiro?

Here is a quote from ESPN.com:

Appearing before a congressional committee March 17, Rafael Palmeiro made an opening statement in which he said, "I have never used steroids. Period." He gave that testimony under a grant of immunity that he never used steroids.
Monday, Palmeiro was suspended for 10 days for violating Major League Baseball's steroids policy, though Palmeiro maintained he never intentionally took steroids.

Will he be prosecuted for lying before Congress? A grant of immunity means that you cannot be prosecuted for what you say you have done in the past -- as long as you tell the truth. However, there is no immunity for lying.

If it can be shown that Palmeiro's use of steroids occurred before his testimony, he could be prosecuted for perjury. If it can only be shown that the steroid use occurred after his testimony, he could not be prosecuted on that basis.

The key statement here is IF it can be proven Palmeiro was taking steroids before his congressional hearing, then he is liable for perjury charges. The test which resulted in a suspension 2 days ago was administered after the hearing, so for now, Palmeiro is safe. The fact that he was one of a handful of players and ex-players who testified to Congress makes this positive test even more of an embarrassment.
