NOISE LIMIT SET TO CURB SOUND OF BOY RACERS
The Government will introduce a noise level limit for cars in a bid to cut the sound echoing from boy racers' modified vehicles.

This seems to be a world-wide problem as in Trinidad, and here in Argentina I went / am going through the ear drum numbing effects of passing cars with speakers and modifications that were equal to the noise levels of Mack trucks. I think most countries have laws about them, but the enforcement is another story.
I agree, there are many different ways for cars to be noisy! If not the modified engine, then the muffler (or lack thereof), stereos, horns, etc. How can noise reduction laws be enforced? Unless the perpetrator stays in one place for awhile, or the police happen to run across one accidentally, I don't see how it can be uniformly enforced.
