Do you feel that human nations should give significant warnings to neighboring countries when they are carrying out missile tests or is it a Countries right to conduct tests when and where it chooses?

I think when ever a country is testing a device that has the potential to cause great harm to another country, they are obligated to dispose the when and where so that others will not be alarmed. Even if its not outlined by international law, its a matter of courtesy for the other person. In the case of India and Pakistan, they are on bad terms anyway and should not do anything that could inadvertently start a war. I may also have been the case that they purposely did it as an act of intimidation. Either way, not doing anything can cause serious outrage and reactions.
I agree with what Konquererz said above about informing other nations that may be affected, I however believe that in the case between Pakistan and India they both purposefully try to show their might and desired impact is exactly what led to this story.
