Terrorists Tactics

The military leadership (the Pentagon) has to have all sorts of plans all ready for quick implementation. Just because they have a contingency plan in place does not mean that they are "planning" on implementing it.

I think this sounds like a good plan. If it is ever needed, the plan is in place. Hopefully, and almost certainly, it will never be needed.
