I did not know Alaska has the highest rate of rapes in the country. And this piece of news is quite controversial. An Alaska lottery held to raise money for a group that helps sexual abuse victims had a surprise winner: a convicted sex offender.

Alec Ahsoak, who according to the state sex offender registry was convicted in 1993 and 2000 for sexual abuse of a minor, came forward Saturday with the winning ticket for the $500,000 Lucky Time Pull Tabs jackpot.

Proceeds of the lottery help Standing Together Against Rape in Anchorage, a nonprofit group that offers support to sexual assault victims among other services.

"It's not how we had envisioned the story going," Nancy Haag, the group's executive director, told CNN Radio.

Alaska has the highest per capita number of rape cases in the United States, according to FBI statistics.

"With a ranking that high, it's ironic that the person who wins is a convicted sex offender," Haag added....

I've heard people are paid about one thousand dollars to live in Alaska also. There is a lot of snow so people dress warm and wear snow shoes (atleast in some pictures I've seen). I saw a program that talked about how in one part of the year there is many days that pass with no darkness and in another part of the state it is the exact opposite. That would be interesting. There is a large number of indigenous people living in Alaska as well.

The Permanent Fund Dividends (PFD) are based on a percentage of revenue from the sale of oil. The amount fluctuates on a year to year basis. It is usually around $1500/yr and residents get the check anywhere from early October to early December depending on when they file for it and whether they are having it direct deposited or not. To receive this benefit you have to have lived in Alaska for more than a year. This is to prevent people from fraudulently claiming PFD checks. Around the year 2000 there was a vote on whether to stop sending yearly PFD checks and that the state would pay every resident in Alaska a one time amount of $25,000. I was all for it because that happened to be the last PFD that I was going to receive before moving out of the state, but the majority of residents did not want this because they could continue to get checks every year for them and their family for the rest of their lives if they continued to live in Alaska.

Comments: I've been battling for my check for a long time. There was some mix up with my address and so they said they have to do an investigation or whatever but the year passed and I still haven't heard anything.
