I tried doing a lazy search to find this movie, but it seemed to be mixed up in other keyword searches. The film is about this film maker that is setup by these dirty law enforcers. The film maker uses special effects to try and get back at the dirty cops who are in league with a mobster. It was good for its time (late 80s / early 90s), but not now.

I remember this, I did enjoy this but the second one was better. If you get a chance check it out.
