Diarmadhim beat me to it, just let me add that kobolds see themselves as the second-best race, behind dragons which they venerate. So kobolds deferring to Theaton on anything is quite surprising.
I feel there must be a reason for the lack of seawall… Perhaps the designers thought unbalanced to have the natural water defence and a wall. But troops would be able to embark on ships and also amphibious troops exist.
Since you plan for foundries and a mill, perhaps it's access to fresh water and wave/current energy. I don't know how such things were done historically, but adding a watergate should be balanced.
Just for simplicity, let's say the meetings take part of the week, and liaising with citizens and doing your specific bit takes the rest of your free time. It can be physically or mentally exhausting work.
I think they were just dumb Upon further research, plenty of Paizo's city maps have walls on the water borders. It could be like you said and they just didn't want the defense bonuses stacking - which is odd, because they're not out of hand.

ICon - Just giving a heads up on how Kyra has access to Guidance at-will Her cat, Aril, is a Divine Emissary (Familiar archetype), which the Chosen One (Paladin archetype) gets at 1st level in place of a Divine Bond, and gets the ability Divine Guidance (Guidance at-will) in place of alertness. It's a nifty little move! A +1 competence bonus on effectively every single: attack roll, saving throw, or skill check is pretty sweet!

Archival and Theaton had planned to go in alone, I don't think that's changed. The two of us are likely out there in a staring contest with whatever's left of the exterior guard. .

You guys would have been brought in too. We had just stepped ahead of everyone so the kobolds would be less likely to attack without parley. By seeing the majority of our forces were behind us, they'd know we weren't there for a fight, but were prepared if needs be.
