REPORT: IRS HOLDING BACK REFUNDS
The nation's taxpayer advocate said Tuesday that the lack of assistance the IRS provides and the agency's propensity to withhold refunds are the two most serious problems encountered by taxpayers.

This is such a true story. I have had my refunds held back with out being told why. After seriously prying into the problem, I have found the problem and corrected it. Problem is, it delayed my refund by nearly three weeks when the actual resolution only took about two days to address. Had they told me earlier, I would have been able to fix it and get my money.
Personally, I've never had an issue with a refund being held, but a friend had hers held for several months. The issue? Her address changed, the check was returned with a forwarding address sticker on it from the post office, but the IRS didn't accept that as a formal address change. It took quite a while to get this resolved.

Luckily I haven't had a refund held either. We usually rely on our refund to help pay holiday bills from the previous year. I've heard stories of those who got refunds withheld because of address changes, but the IRS warns tax payers every year about this, so that should not be a big surprise.
