I think the law doesn't want to touch it because of the way DiMaggio was killed. The San Diego police stated that they will NOT reveal a motive for the murder of Hannah's brother and mother as to not make Hannah a victim again. I find that so strange and the rush they have in closing down this case and the attention surround it, makes me think that the way DiMaggio was killed was probably not the way it has been reported.

If Hannah Anderson has some guilty part to play then it will come out sooner or later because:
1. She loves to talk a lot
2. If she was capable of participating in such a crime then it can be repeated
Its just a wait to see what will happen in the future scenario. Of course DiMaggio's relatives could protest and then their would be an inquiry into the whole thing.
