In Hong Kong and New York City--cities of skyscrapers--often the only direction to build is up. Where a traditional meetinghouse layout is not practical, members must still be accommodated. In areas where land is at a premium, a typical meetinghouse layout must be adjusted to fit a smaller plot of land. Both New York City and Hong Kong have recently received new multistory meetinghouses based on the Church's Worldwide Meetinghouse Standard Plan Program.
This is a good move, but not a new one. Years ago I saw many Chapels like this in Venezuela and even in my recent trip to Venezuela. They are quite effective in helping city folk receive the Gospel without having to travel very far. The only drawback to me is the lack of sporting areas such as a basketball court.
