Why text SEA results?

I am hoping someone can explain the logic behind the Minister of Education's announcement regarding the investment in releasing SEA results via SMS as I have several concerns enumerated below. Ref. Source 3

Results SEA Tobago and Trinidad

The top 3 students who topped the SEA exams were all girls. The top 2 both had parents that were school teachers. Such stress on children hoping to go to their school of choice - there needs to be a better system than the SEA it is almost like a way of segregating performers from non-performers.
