Trinidad And Tobago Government Scholarships

I read in the newspapers that the Government plans to give more scholarships. Everything seems to sound just right except for one major issue: Will they pay for the fees of the students? There are students in Ireland whose fees have NOT been paid and several in the US in the exact same situation. Why are they going to create more scholarships if they are not even taking care of the present students?
