See, my first instinct would have been to assign constent watchcare over the woman. If she is threatening to harm herself, then put somebody by her cell always keeping an eye on her. The article said something about how she was in a jail cell because there was no room in the mental ward, and I can understand that to a degree as long as she was accomadated as a mental patient, and not a criminal. That was not how things played out, though.
After I read this article, I got a bad vibe from it. I have to wonder if there was more to it than just stripping the woman to prevent her from harming herself. Maybe the guard derived some kind of perverse pleasure in seeing her all alone, cold, naked, helpless in a cell? People do the strangest things and enjoy taking advantage of others, just to entertain themselves.

I think that being held naked would not help her mental status, in fact I would think that it would get worse. I could not imagine being in a fragile mental state then being held naked, it would definitely take its toll for the worse.
