Porn Online Children Protecting

The British Government want the internet supply companies to monitor more closely porn sites, and they want to make it the supply companies responsibility to have all porn removed from the internet, and have an 'opt in' clause if you want to receive it, so that it's not fully available for all to see. (As far as I understand it)
It sounds like a good idea, if you can manage to get everybody to do this, but I still feel that plenty will slip through the net.
